Founded through an interlocal agreement between Miami-Dade County and the Florida Department of Transportation, the TPO ensures that highways, transit, and mobility solutions align seamlessly with the region’s urban development. But beyond regulations and planning, the TPO is driven by a vision: to create a transit system that not only moves people efficiently but also fuels economic prosperity and enhances quality of life.

That vision took a bold step forward on April 21, 2016, when the TPO Governing Board unanimously adopted the Strategic Miami Area Rapid Transit (SMART) Plan—a transformative initiative designed to reshape mobility across the county. More than just a transportation project, the SMART Plan is an investment in Miami-Dade’s future, connecting communities, businesses, and global markets through a modern, high-capacity transit network.

The SMART Plan prioritizes six essential transit corridors—Beach, East-West, Kendall, North, Northeast, and South Dade TransitWay—strategically designed to enhance connectivity for 1.7 million residents living within a two-mile radius.

Spanning more than 70 miles, this expansive network will seamlessly link neighbourhoods, major job centres, and key destinations, providing residents and visitors with a faster, more efficient way to navigate Florida’s most populous county.

An ambitious vision necessitates more than mere plans on paper—it requires unity. Through extensive outreach and education, the TPO has formed a strong coalition of support, securing endorsements from all 34 municipalities, the Miami-Dade County Board of Commissioners, and various business and civic organizations.

This resounding backing underscores a shared commitment to progress, sustainability, and economic growth. As Miami-Dade looks to the future, the SMART Plan stands as a bold declaration: the era of world-class transit is not just coming—it’s already underway.

Challenge & Context

Miami-Dade County faces a growing transportation challenge driven by rapid population growth and increasing commuter demands. With projections indicating significant population and employment growth, mobility solutions must evolve to meet these rising needs. Currently, approximately 77% of county residents travel outside their residential district for work, creating high daily traffic volumes that strain existing roadways and infrastructure.

As more residents commute across the region, traffic congestion has intensified, leading to longer travel times, higher transportation costs, and increased vehicle emissions. Congested roads contribute to air pollution, fuel waste, and heightened stress levels for commuters. Additionally, prolonged traffic exposure raises safety concerns, as the risk of accidents increases with the growing number of vehicles on the road.

Without an efficient and sustainable transit system, these challenges will continue to escalate, negatively impacting quality of life, economic productivity, and environmental sustainability. Addressing these issues requires a forward-thinking approach that integrates rapid transit, improved connectivity, and multimodal options. Solution Proposed

The SMART Plan is designed to establish a modern, efficient, and interconnected transportation system for Southeast Florida. By optimizing existing infrastructure and integrating advanced technology, it seeks to expand mobility options, support regional growth, and enhance overall accessibility. Its approach is proactive and inclusive, addressing the needs of a growing population while fostering sustainable economic development.

The initiative focuses on improving travel efficiency, enhancing transit connectivity, increasing access to key destinations, and minimizing community and business disruptions. Additionally, it promotes transit-oriented development, encourages pedestrian and bicycle-friendly environments, and reduces dependency on automobiles.

A key component of the plan is the SMART Demonstration Program, which advances mobility solutions through collaboration with local agencies and municipalities. This initiative expands first mile/last mile connectivity, ensuring seamless access to existing and future transit stations. The Street Transportation Enhancements Program (STEP) accelerates the implementation of pedestrian and bicycle infrastructure, further improving connectivity and safety. By fostering sustainable, multimodal transportation, the SMART Plan is set to redefine mobility in Miami-Dade County, strengthening its position as a thriving, accessible, and forward-thinking region.

Impact

The SMART Plan is set to transform mobility across Miami-Dade County, creating a more efficient, connected, and sustainable transportation network. By integrating rapid transit corridors and express bus routes, the plan will improve accessibility for approximately 77% of county residents who commute outside their residential district for work. This enhanced connectivity is not just about moving people—it’s about reshaping communities, fostering economic growth, and improving quality of life.

A cornerstone of this transformation is the alignment of land use and transportation, ensuring that transit investments drive sustainable, transit-oriented development. The North Corridor Preferred Land Use Scenario is expected to increase population by 13,600 (10% higher than projected for 2040) and boost employment by 45,800—more than double the 2040 forecast. Similarly, the Northeast Corridor is projected to gain 44,500 residents (a 16% increase) and create 30,000 new jobs (an 18% increase), demonstrating how transit expansion directly fuels economic vitality.

Since transitioning into the SMART Program and Implementation Phase in June 2022, the plan has made significant progress. The South Dade TransitWay Corridor, already under construction and set for completion in 2025, will offer rail-like travel times, iconic stations, level boarding, and pre-paid fare systems—making transit more seamless and accessible. Advanced features like traffic signal pre-emption and dedicated lanes for BRT buses will further enhance efficiency.

Beyond transit, the SMART Demonstration Program has funded 46 mobility projects, serving 9.1 million riders, while the SMART STEP program has completed eight projects to enhance pedestrian and bicycle safety. These strategic investments are creating a smarter, more connected Miami-Dade County, ensuring long-term economic growth, sustainability, and improved mobility for generations to come.
